2005 Dakota Spare Tire Help Needed

I can’t get the spare tire to come down. The winch works, the cable comes down and despite the Mega Rust, the tire rotates and wobbles in place.

I suspect the T-shaped plastic tabs are the culprit, but the internet and the Dodge dealer were no help, and there’s no manual.

I read something on the internet about a Secondary Latch, which I’m guessing might be those tabs, but I don’t know what to do with them.

Any Dakota owners out there with a solution?

I also have a 2005 Dakota and mine doesn’t look like that at all. I just push the bottom of the tire holder sideways and back up through the hole in the wheel.
